How do you relate your 'descending the steep mountain' to race track conditions without regenerative braking on, as was the case here?
Regenerative braking is your engine brake in mountain, the inexperienced driver just have to keep it on.

This is not a track car in the first place and nobody who wants to track it will or should do it on the stock brakes.

The brakes fit the purpose of being a comfortable street car and any more aggressive brakes would reduce the comfort level.
